Check observed hreflang, not guessed coverage

The private beta checks approved, ownership-verified sites only. Arbitrary public URL checking is not enabled yet.

It reads hreflang from server HTML and HTTP headers. If none is found, sitemap-only declarations remain Unknown because XML sitemaps were not inspected.

We read server HTML and HTTP headers. We do not render JavaScript, crawl XML sitemaps, track rankings, guarantee indexing, or diagnose the entire website. Redirects across hostnames or protocols are not followed. Checks honor robots rules and resource limits.
